Hello, I cannot access JIRA when I'm using internet from the Philippines, is this a known issue? I've been denied of access since last week. But when I use VPN connected to Ireland, Jira works. Can someone check? Thank you.

That sounds like your admins have not whitelisted your IP range in the Philippines (or your IP is blacklisted by Atlassian because it's in a known abuse range)
You'll need to do some network tracing. Try using "trace route" tools to reach your Atlassian site ( "traceroute www.<yoursite>.atlassian.net" for example)

If you use a trace route tool, it will tell you which server is refusing your connection. If it turns out to be one of the servers in Atlassian's IP ranges, then it will probably be because of a blackllist.
