I have a number of licensed users who have left my project. Is it possible to migrate their licences to their replacements or will they need entirely new licenses?

Technically no, as licences are not allocated to users, and there's actually nothing to migrate.
You have a licence for a maximum number of active users. If someone leaves, you can (and should) deactivate their account, which means you have a space to add a new user. There's nothing to move or migrate, you just remove a user and grant a new one access.

Hey Adam,
If the users no longer require access to your system, they can be deactivated and won't count towards the license limit. You don't need to migrate licenses, just assign access to the necessary applications for the new users in user management.
If the licensed users are only done working on a project, but still need access to the system, they will still need their licenses and you will instead remove them from the project permissions.
