I've heard the limits on canned responses are 250 Shared, 100 Personal. For the 100 personal, is that per person or across the project?
That is, if I create 100 personal responses does that mean there are none left for others? Or can I create 100, and you create 100, and everyone can create 100?

Based on this official indications:
Currently, agents and admins can create a maximum of 100 personal canned responses each for a service project. In addition, admins can also create up to 250 shared canned responses for a service project.
The 100 personal limit is for each agent in each project. A part, there are 250 shared.

The 100 personal canned responses part is per agent, per project.
So, in a single project, both you and I could have 100 personal canned responses each.
This article talks more about canned responses with a note at the bottom about the limits.

So if I have 10 uses all doing their maximum, we'd end up with 1,000 personal canned responses existing (each person able to see only their 100).
