We have no way of knowing what workflows you are referring to, as it seems these are custom configurations in your company Jira. Most likely, your own Jira administrator should be able to tell you more.
Having said that, Jira has 2 types of projects: company managed and team managed. In a company managed project, you can configure advanced workflows. One of the features there are post functions. One of those post functions is indeed the option to trigger a webhook. Team managed projects are a much simpler type of project with also less powerful workflow configuration options. Instead of post functions, these have rules instead. And they don't offer that option.
So if you need to trigger webhooks as part of your workflow, working with company managed projects is a better choice (there are many other reasons why company managed projects are a better choice, by the way).
As a workaround in a team managed project, you could create an automation rule to copy the webhook behaviour with the following components:
Trigger: work item transitioned
Action: send web request
