課題を担当者に割り当てる事ができない

課題を担当者に割り当てようとすると以下のエラーが出ます。

お手数ですが解消方法をご教示いただけますでしょうか

Welcome to the community.  For issue assignee, the user must have the following setups -

1) He/she is assigned with an actual JSM agent license.

2) He/she is a member of your JSM's project Service Desk Team project role.
