トランジションする権限について

リクエストタイプを作成し、ステータス変更を実施したいのですが、管理者権限があるにも関わらず、「このステータスをトランジションする権限がありません」と表示されてしまいます。

トランジションの条件は何も入っていません。

Service Management プロジェクトを使用している場合は、Jira Service Management 製品ライセンスを付与される必要があり、管理者プロジェクト ロールまたはサービス チーム メンバー プロジェクト ロールのいずれかに割り当てられる必要があります。

If you are working with a Service Management project you will need to be granted a Jira Service Management product license, and you will need to be assigned to either the Administrator Project Role or the Service Team Member Project Role. 

About permission to transition
I want to create a request type and change the status, but even though I have administrator privileges, the message "You do not have permission to transition this status" is displayed.

There are no transition conditions included.
