При этом 1 лицензию использует Администратор Jira.
Как исключить Администратора из Service Desk.
Чтоб он не отбирал на себя 1 лицензию

To make an admin only an admin without a license for a product, we need to go to Administration > Product access.
On this page, you will see all the products and the groups that will receive a license, so on each product on your instance you will need to remove site-admin and administrator from the product:
After that, you need to go to the admin's profile and remove the group jira-servicedesk-users which is the default group that gives a service desk license for users.
