Is the 5,000 ideas per project limit in JPD a hard creation limit or a display limit? What happens when we attempt to create idea #5,001

Its a hard limit and u get the following message:

Your project has reached the limit of ideas. We will display the last 5,000 ideas for calculating the formula fields. Also, you can check all the ideas here. We advise that you archive or remove ideas that you don’t need anymore.
