Can we create Dashboard / Velocity Chart / Burnt Down Chart without any Scrum Project or data?

Something like directly Constructing the Dashboard in two different method

project for teams and components for products?

Welcome to the Atlassian community.

Jira provides a built in Dashboard feature that includes a variety of Gadgets that can be based on Filters you create to select the data you want to include in the gadget display. However the built in Velocity Chart and Burn Down reports are available only with scrum projects and appropriate data.

All reports are based on data. If you don't have data, you can't construct a report.

We don't use Scrum, but our issues have original estimate values, time tracking, statuses, and resolutions. I should be able to get scope change and burnup visualizations from that. Not being able to has been frustrating.

@Anne Saunders  and @SDSK  I know offering an addon isn't ideal. But Custom Charts is AMAZING for this. I use it soo much and love it! It does take some getting used to in order to set it up but the staff there are soo nice and helpful!
