You would not be able to directly link a Team to a Capability, however if one to many features define the Capability then each team who needs to do work on the Features can write one Story (even if it is a placeholder) and then you can see the teams engaged on those Features from the Program Room.
If you have purchased Enterprise Insights you could also create a view using the data in EI that could present this data.
