Jira Align Not Recognizing the File Format for the Import Template

I have tried several time to bulk load capabilities using the import template, but it keeps erring out, saying it's not an XML 2003 file.

Any help would be great!!

I'm sorry to hear you are encountering this issue. Can you please try exporting a single capability then pasting in the data from your import directly over that single capability and reimporting the file. This should help maintain the file type.

This is an issue I am facing as well...

When you export - it exports as 2003 xls which is an xml template - we cannot export it as xml - as it's 2004-xml in microsoft. So we are unable to use this export/import tool which is greatly needed.
