If an ART requires different start and end dates for a PI (in comparison to other ARTs in the portfolio), would it require to create new portfolio to accommodate it: pls. suggest

ARTs can have different start and end dates within the same portfolio. There's no need to create a new portfolio to accommodate that one ART.

The only thing you'll need to make sure people are aware of is when they want to look at views for the entire Portfolio (for example, looking at the Roadmap view), they'll need to include the PIs for all the different ARTs within the Portfolio. So if your Portfolio has two separate PI schedules, you'll want to make sure you include the two different PIs in the Tier 1 filter.
