You are correct that there is not ability to "Select All" in Membership tab of any of the levels (Team, Program, Portfolio), there is only an ability to "Deselect All".
There are good reasons behind this pattern though, membership in Jira Align is designed to be a targeted membership (those who are actually contributing to the given Team, Program, Portfolio) and not designed to provide membership for everyone in the organization.
- Individuals who are not contributors (those who are interested, but should not be altering Goals, Objectives, Work) at each given level are best served through external reporting that can be provided through Enterprise Insights and/or Atlassian Analytics.
You will find, that if you were to take the time to select all 2,606 users as members of the Program you have displaying that your system will almost certainly experience performance degradation.
Typically membership (contributors) would likely look something like this, however each organization is different and these could vary, but when it varies to a significant degree it will impact performance:
- Team: 2-12 Members*
- Team Leadership (Product Owner, Scrum Master)
- Development Team
- Program: 15-25 Members*
- Team Product Owners
- Program Leadership (who are not members of the Portfolio already)
- Portfolio: 30-65 Members*
- Program Leadership who are not members of the Program.
- Portfolio Leadership
It is important to keep in mind that Membership at the Portfolio will provide visibility at the Program and Team levels and Program Membership will provide visibility at the Team Level.
