How can I disable by Role or by Portfolio the ability to upload files in On-Prem Jira Align?

I would like to disable the uploading of files for certain user Roles or all members of a Portfolio. How can I achieve this?

the only way I could find so far is to take away the SAVE permission for the work item(i.e. Story, Feature, etc). That option truly isn't feasible for the most part.

Looking at the permissions within the role, I don't see anything specifically calling out the attachment piece.
