Atlassian Team members are employees working across the company in a wide variety of roles.
No, Risks in JA do not sync to an issue type of Risk in Jira. The connector does have the ability to sync custom issue types at the team level but these will sync to stories in Jira Align differentiated by the Type field on the story. The dropdown displayed for Type can be customized.
Risk are their own item in Jira Align and are not a story type.
