@Mina Soultan you cannot create a new work item called enabler, but both Features and Stories have a "Type" field that can be used to differentiate feature/story types. If you do not see type visible, please work with your Jira Align Administrator to enable that field in the Detail Panel Settings section of the admin console.
Using type will allow you to customize your views to show this field as well as filter on it.
