Can I use Azure Storage Account as NFS Server for BitBucket Data Center

It's not recommended.

Atlassian Recommends having NFS Server installed on VM and then share the directory with BitBucket Installed Nodes. There are some requirements on IOPS Speed and other requirements such as lock feature.

I would suggest hosting a VM and then follow the script here to install NFS Server and configurations https://bitbucket.org/atlassian/atlassian-azure-deployment/src/master/bitbucket/scripts/
