At its heart, Jira is an issue tracker.  You'll hear all sorts of stuff about how it can be used for all sorts of things, with "project management" coming up a lot, but the basic core functionality is about handling lists of things that need attention and tracking their progress.

How to get in to your account - go to the Jira you want to use, and log in.  I am afraid your question is a bit too vague for us to tell you any more.

The answer is acceptable considering I don't know what the "issues" are or what the "projects" in any of this are... It sounds very inclusive to me.. But thank you for your answer...
