Why Confluence doesn't let me create a new space?

Confluence version: 7.3.1

Picture of the Error: 

I have all group permissions, I'm also the administrator of the server, so no privileges problems, but still cannot create a new space and none of the team member is able to. 

The problem is always the same, already tried to restart the server, and I have installed the correct drivers for Mysql 5.7.29. The server runs Ubuntu.

Did you upgraded your mysql server?

I have problem start Confluence server after upgrading to MySQL server to version 5.7.29.

Can you check Atlassian log file when you reproduce the issue?
