Unable to Specify an Approver on Design Document in Confluence

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!
I am unable to add /specify someone as a technical approver. The Technical Resource approval window appears, but the approver look up is no longer available.
The project plan allows the ITSO to do the technical resource approvals. Previously, I have always been able to use the look up to specify the ITSO as the technical approver for design documents.
