Also my doFilter License Certificate has expired does this has anything to do with.
Can someone guide me here as lot internal users are facing issues.

I'm confused on what you are trying to do. When you go to create a new page inside a space, then you get the message "This page is taking longer to load than usual. Give it a few moments, then try refreshing. Still having issues? Contact your Confluence admin"?

I have the admin rights on the server, but not able to create the page under any space and publish the data, not only for me lot of other users in my organization are facing similar issue, restarted all the services but still the same error. basically we are not able to create any new data like we all have only read only access.
Error Logs:
Unable to communicate with server. Saving is not possible at the moment.
The editor didn't load this time
The connection timed out. If it happens again, speak to your Confluence admin. You may be using a proxy server that prevents WebSocket connections.
Error Logs from Server(atlassian.confluence.log) : [plugin.redirection.license.LicensedConfluenceFilter] doFilter License Certificate has expired!
Now i'm not sure does DoFilter has anything to do with this error.
