I'm meaning a picture with no hyperlinks, a picture that doesn't do anything when you click on it - I found the Anchor macro where I could have the picture anchor to the line a few lines above it but was wondering if there was an easier answer. Thanks

Images are viewed in a light box when you click on them but they don't navigate you away from the page, etc. If that is not what you are looking to do, please let us know more details so we can find the right answer for your use case.

We want to stop the case where a user clicks on an image and then the screen turns grey with the image in the middle & user has to click the ‘x’ to close the grey screen. Perhaps that’s the “light box” you are referring to.

Yes, that's the "document preview" feature. It can be disabled instance-wide by disabling the plugin that provides it: Is there a way to turn off the "preview" feature and have the file download automatically when you click on the link or thumbnail?
You can disable the Confluence Previews plugin under your System add-ons section. To do so you just need to go under your Manage add-ons page, select All add-ons on the drop box and then type Confluence Previews into the search field. Then disable it and the preview feature will not longer work.
Selectively Disable Attachment Preview is open to track the suggestion that we provide a more granular way to control the lightbox. If that suggestion fits your use case please comment or vote on the bug to start watching it.
