Confluence "Component" not displaying Jira Projects for new Software Project space

I recently purchased and installed Jira 8.2.1 and Confluence 6.15.4.  They are both linked and "connected" via Application Links.  But when I try to create a new "Software Project" space in Confluence, the Component list is empty and it will not retrieve any any from Jira.  When I try to save the space without a Component, it says "you must specify a Jira project."  So, I am at a loss as to how to make Confluence retrieve projects from Jira and display as Components in Confluence when creating a space.

It's most likely a permissions issue.
