Can't change standard plan to fee for the deactivated status

Dear all,

our Confluence become  deactiveted  status after add more than 10 users; now we want to change plan to free, but can't change it before enable it?

Can you show me how to change plan from standard to free, only do payment first then can change it?  can you give right guilderline and reply to me  jiabin.li@In2log.com
