our site is inactive status, after checking the plan changed to standard from free. because we add user total is more than 10, now we have reduce our account to 9, but still can't change back plan to free from standard. how to change our current inactive to active? actual there are more than 10 users to use and so we need to to change to standard plan. can you show me the right process for our current issue? my email is jiabin.li@In2log.com

It usually takes a couple of minutes for everything to apply in the backend when you reduce user licenses > meaning, even if you reduce the number of users to 9, it might take up to 10 minutes or so.
Can you try again after some time?
Also, what error/warning are you seeing when trying to switch the plan?
Generally, you should simply navigate to admin.atlassian.com > Billing > *select app > Manage and then switch plan from there.

Can't change plan to free, i follow up your guideline and it let me reactive it before change the plan to free; and it need to do payment for this reactive; copy the screen to you fo reference

So, you need to add a payment in order to reactivate your app and switch the plan?
