Atlasian market place in jirasd cloud

I need to install this plugin GPRD for jira service desk to comply with GPRD policy but I can't find how to install plugin in jira service desk cloud

I try to open Atlassian market place and get this error:

Oops! Looks like something went wrong while initializing.

I would try again and if it does not work you might try clearing cache.  I am wondering if there was just a hiccup in the service when you tried to access it.
