I just want to make sure if custom domains are also offered for the Standard cloud license and not just for Premium and Enterprise. Can I read something about this somewhere?

Yes, they are offered but this is not for Confluence. This is for Jira Service Management: https://www.atlassian.com/software/jira/service-management/pricing
From this page, you can see that custom domains which are still are in beta phase are offered from the standard tier.
At this point, they're available for all Plans - although it is an Early Access Program.

Other method, independent of your Confluence license tier:
If you want to get your Confluence content to be available on your own domain, you can do it via an app.
We're using Scroll Viewport by K15t to have our documentation, that we author and manage in Confluence, on our own domain at https://docs.emplifi.io/ with our own branding etc.
There are other apps that can do that (such as Refined for Confluence) but with Viewport you don't have to enable anonymous access to your Confluence space (your Viewport site can be fully public or protected by your company SSO independently of your Confluence seats and permissions).
