So I want to develop a few add-ons for confluence and signed up for a free Development Cloud instance BUT, the billing part of the instance says I will have to pay $10 for Jira Service Desk, although in the terms of it said that there was chance for a single user to use it so I'm confused on how billing actually works on development instances that don't have a billing method set, especially with add-ons for Atlassian products and for Atlassian products themselves (Like Service Desk and Team Calendars for Confluence), Does anybody know how pricing for add-ons and apps work on a Development Cloud Instance?

A Cloud Development instance needs to maintain the following number of users per product in order to have a $0 charge:
Can you check and verify that you do not have more users added to the instance than this? Once it goes over the number of free users allotted, then you begin to be charged the normal amount.
