In section Use Labels to Organize your Content it is possible to label an attachment the Content tools tab > Attachments, but when you go in content tools is not possibile to write the label because no action is possible also if is visible the pencil

Community moderators have prevented the ability to post new comments.
Go to the page where the attachment is and click on the '3 dots' in the upper right.
Select 'Attachments'. This will bring you to a view that displays all attachments on your page. From there, you will see a 'label' icon on each attachment for you to add a tag.
