Is this for Server/DC or Cloud? You have both tagged for this post. Depending on the platform, the methods will be different.
For Server/DC, you can make use of the API to get users and then export to CSV. A similar question was asked in this community post: Solved: get the list of all users with confluence api - ho... (atlassian.com). or possibly through the database but where to look in the DB will depend on how uses are managed (locally vs through an IdP/user directory sync).
