We are on the compass free plan with only 3 users. I have app admin role. When navigating to compass settings --> component types --> there is no button or option to create or edit component types. The "actions" column of the table shown is blank

If I recall correctly, Compass Free doesn't include Custom Component Types, does it? https://www.atlassian.com/software/compass/pricing
Your admins should be able to see that in a Standard plan (which you could also test with a standard trial). Does that check out?
