Add option to send Component Anouncements for sub-dependencies

Hey,
I'd love to have an option to send Anouncements to nested dependencies of a given Component, I can see that most of the time you'd not want to announce everything to all dependencies as with deep dependencies they may be on totally different level of abstraction and some high level change may be irrelevant, nevertheless sometimes I'd like to pass announcements to all nested dependencies for example we can have
Kubernetes Cluster Component > NodePool Component > Service Component

Making an Upgrade on Kubernetes Cluster will also affect the Service so you'd ideally want to send announcement regarding it to owners of the Service and not have to duplicate it on NodePool level.

Short info on the topic—there's an open feature request related to what you're looking for: COMPASS-106: Ability to send annoucement notifications to Slack/MS Teams 
I'd suggest dropping a vote and a comment related to your requirement (it might get implemented sooner 👀)

You could try using team notification rules and forwarding in alert settings to ensure relevant teams are notified, but this would still require manual setup per component 🤔
