We've recently started using/configuring Project level administration rights.
This has been really helpful, however one road block, project admins have the need to create user groups within a project.
The only known way right now, is to:
1. Raise a request to the workspace admin
2. Elevate a project admin to workspace admin
Both options are not optimal.
Is there a way for Project admins to create (project-level ?) user groups?

The user groups on Bitbucket Cloud are scoped to the workspace level, so only workspace admins are able to create groups. These groups can then be assigned permissions on projects and/or repositories.
I'm afraid it's not possible to create a user group scoped only to a project, but if you would like I can raise a feature request for it.

I went ahead and created a feature request to add the ability to create project-level user groups :
We encourage you to add your Vote there, and also mark yourself as a Watcher, so you are notified of any future updates on that feature. Feel free to add a comment with your use case on that ticket as well, as it helps our developers and project manager to understand the context.

Our project admins have been asking for something like this. In our case a project admin may have multiple projects. They have teams of developers that work on some of those projects. In addition to the current request, would it be possible to allow a project admin to create user groups that could be applied all or a subset of the projects they admin? Let me know if I should create a separate question and reference this one.

One approach could be to create separate groups at the workspace level and then grant them access to specific repositories within projects. This way, project admins can add these workspace groups to the repositories they want to grant access to.
