Why can't I add triggers in the Jira workflow

We have Jira 8.13 installed and I cannot create a trigger to automatize the transition between states of Jira tickets. So my question is: Is there some settings I missed to add triggers in the Jira workflow?

I added a screenshot below where we see that there is no links to edit triggers, conditions or others in contrast to the documentation (https://confluence.atlassian.com/adminjiraserver0813/configuring-workflow-triggers-1027138215.html):

Did you note the troubleshooting steps at the bottom of that linked article?  Please take a look at those to see if any of the cases apply to your instance.
