Why automation rules are not availabe from project boar

As I said in my response to @Bill Sheboy I am having the same experience in my own Jira instance (which is a Free subscription, and I have all space and app permissions).
Using Google Gemini to investigate this problem I got the following response.
When you select a card on a Jira Cloud Kanban board and click the automation button, the listed rules may appear as non-selectable or greyed-out due to a known display behavior, permission restrictions, or the rule's status.Here are the most likely causes and solutions based on your description:
1. The "Select an Issue" Requirement (Most Likely)In Jira Cloud, the manual automation rules list may appear empty or non-functional (greyed out) if a specific issue is not properly recognized as selected, even if you clicked the button while a card was highlighted.
Solution: Open the issue detail view (click the issue key) so the ticket is fully opened, then click the automation button (thunderbolt icon) within the issue view to run the manual rule.

It is not quite the same issue though as in my UI I have clearly selected a card. And if I open the details view of the same card then the rules are selectable.

Would you please explain what you mean by "automation rules are not available from project board"?
In the images you show, the manually triggered rule named "Test epic" is present.

I think what they mean is that the rules are not selectable/runnable from that list. Notice that they are grayed out. I am seeing the same in my instance. When I select a card and click the automation button in my board all the rules a grayed out and not selectable to run. But if I open the details for that same card and click the automation button, then the rules are enabled and selectable to run.
