We are on Jira Cloud and have set up a very simple rule:
When a ticket changes into status X, notify user A (defined via email address), within a single space only.
However, User A gets notified of all tickets changing into status X across all spaces.
We tried to update the single space to multi-space and selected only the relevant space, but this did not resolve it.
Is this a bug or are we missing a very simple trick here?
First things first: the rule could be glitched / broken in its stored information. This can happen in various ways, such as a bad import, too many edit / publish cycles, or an editor error.
To check this, please disable this current rule, re-create it from scratch, and test again.

Use specific status changes based the workflow used.

It seems there is no issue from your side, but sometimes project scope may not work, try this directly with condition and check wheather it is working

When: Issue transitioned (to Status X)
Condition
Project equals ABC
Action
Send notification
To: User X (user)
