Create a rule so that in Obsidian (with installed JIRA ISSUE)
execute a command, and in JIRA Atlassian a task is created.
So far I have managed to create tasks in JIRA Atlassian and assign them to Obsidian.

While creating an automation rule, you want to include a webhook in Jira automation rule:
