Cloud: 50 system webhooks or more result in unreliable webhook delivery, even though 100 is supp

I have asked the following question in the Partner Portal: 

According to the documentation each tenant has access to 100 webhooks, which has been confirmed here: https://community.developer.atlassian.com/t/too-many-active-webhooks/56349

It makes no sense from a customer viewpoint that Atlassian says that you have 100 webhooks if this results in unreliable webhook delivery. Nobody can use a 100 if above 50 makes them unreliable.

Why does Atlassian say they support 100 webhooks when 50 system webhooks or more results in unreliable webhook delivery?
