I've been suspending the users that are no longer active instead of deleting them. In JIRA and in Confluence that has been working well since they no longer show up as assignable users and I still keep the record of their changes and their actions. However in Atlas (Atlassian Home) these users still show up assignable and searchable bringing some confusion to the active users. Is there a way of removing this users from these lists? When trying to assign the user, an error message is presented.

This was reported as a Bug in ACCESS-812 which has been closed in the meantime due to "inactivity", but doesn't seem to be resolved.
There is no guaranteed way (in all Atlassian products) to hide a suspended or deactivated user from every directory or picker (including Atlas/Atlassian Home) while preserving historical data.
“Suspension” alone is often not enough to purge them from search / pickers globally.
Using “Delete user” will remove them, but that may conflict with your need to keep their historical activity (comments, past issues, history) intact.

I'm not aware of a way to avoid that. But to be honest, this looks like unintended behaviour to me. Unless someone replies to this question with an actual solution, I would suggest that you create a support ticket to get an official response from Atlassian. As another positive effect, if this is indeed unintended, they could directly file a bug ticket.
