We are a reseller of Atlassian , for one of the order we have sent excess payment and tried to request for the refund since last 3 quarters but not able to find a proper response from any of the finops or support team. Is there any way we can contact by telephone or teams call ? kindly someone advise me.

If you log in with your Atlassian account (the billing account, ideally) the process is much smoother as the team will be able to identify your licenses immediately.
Thanks for you reply, Actually i use the same link for requesting this, But everytime a open new request a random assosiate will respond but without any resolution. I am looking for any contact number of a direct email. its been more than 9 months.
