Wanted to know if there is a difference between Suspend and Remove User in regards to Billing?
Will both cases remove the user from Billing Costs whether it is Suspend User or Remove User? Or will Suspend User still make it so its part of the overall Billing Cost

Just to add a quick operational nuance to @Aaron Pavez _ServiceRocket_ answer: think of Suspend as a pause button that keeps a user's roles and group memberships intact for an easy return, whereas Remove completely detaches them from the site, requiring a full re-invite and permission setup if they ever come back
While both actions immediately drop the user from your active seat count, remember that for Enterprise or annual agreements, actual billing adjustments don't always align 1:1 with real-time seat changes due to specific contractual terms.

Thank you for the information. Based on what you are saying, licensing costs are not 1:1 in Enterprise Versions?
We were wondering if suspend user will take it off the billing cycle for amount of users - would we have to remove user to cancel it from Billing?
Is it that either way doesnt matter as it is annual billing?
Our question is how the billing works per Atlassian User.

Regarding the billing cycle, here is how the plan types differ:
Monthly Billing: Your invoice directly tracks your active user count in real time reducing users immediately lowers your next bill. (Or with last Changes "Second Bill" after changing Ammount of Licenses.)
Annual or Enterprise Billing: Removing users frees up licensed seats for future use, but it won't trigger an immediate refund or invoice reduction. These plans are tied to predetermined user tiers and specific contract terms.

Suspend: Wont count towards user count. User details will remain.
Remove: .not counted towards user count. will have to apply groups and app permissions again.
