I need to deactivate an account, moronic Atlassian settings won't let me.
The issue is that there is a cancelled subscription is still considered active until the billing period is ended, and all subsequent process is blocked.
This is stopping me linking to my work Atlassian account.
Pathetic by Atlassian, any suggestions?

I understand that you are frustrated, let's fix that issue. Click on your avatar -> Account settings -> Account preferences -> Delete account.
