We started using Atlassian goals in one department and found them very useful. From July, we’d like to roll them out to all departments, but I have a few questions:
1. Can we restrict goal visibility by department and allow view/edit access only to specific people (e.g., by email)?
2. If I create a parent goal with sub-goals, why isn’t the parent goal’s completion % updated automatically?
3. We use weighting for goals (e.g., 20%). Is it possible for a goal that reaches 100% to contribute 20% rather than 100% to the overall result?

Atlassian is currently rolling out goal-level permissions (Early Access) via the Share button. For tracking, parent goals can now roll up from sub-goals via the progress bar cog icon, but they cannot roll up from both success measures and sub-goals simultaneously. Also, keep in mind that custom weighting isn't supported, progress averages equally by default.
Before your July launch, I highly recommend piloting this with a single department to ensure these native features and rollup behaviors align with your governance needs.
