I am trying to upgrade my account, but an error message appears. I do not know the reason, but the card is valid and has sufficient balance, and I have tried more than one card.

This seems to be an error with the system itself.
I would recommend raising a support request with the Billing team at https://support.atlassian.com so they can check and process your payment.
