Our company, currently using Jira with 35 licenses, is considering adding Zephyr. Given that not all employees require Zephyr, could we purchase a single license, either for our tester or for the entire 8-person IT department?
Unfortunately not. Addon apps are licensed alongside your JSM or Jira licenses.
Hi, @István Gál. What @Jack Brickey states is true—of course. Atlassian imposes this condition on the app vendors.
However, in my experience, app vendors price their apps accordingly, understanding that not every JSM user will use their app.
In other words, IF they could offer the app just for the tester or the department, the price per user would be higher.

Welcome to the community. The way how third party add-on works is based on the number of user tiers that you have in your site for Jira or JSM.
Example - If you have a 50 Jira licenses for your site, then you will have to pay for the add-on for the 50 users tier.
