Can't start Intellij from Script Runner Console

I'm following: https://scriptrunner.adaptavist.com/5.3.9/jira/intellij-integration.html

using Jira Core 7.8, Script Runner 5.3.9, Intellij 2017.3.5 with script runner plugin 0.7.13

On the Console page, with intellij running, clicking on the intellij icon flags the error message:

IDEA Editor We could not contact IDEA. Check it's running and the ScriptRunner plugin is installed.

How can I figure what's the issue? Nothing is written to the jira logs.
