Can I create an issue type that I can then associate epics under?

Just like how Epics have the functionality to create Story cards nested underneath them, is there a way for me to create a new issue type that Epic cards can be nested under?

I'd like to provide this functionality to my Product team without having to pay 50% more per month to add JIRA Portfolio. Is there a way to do this with the core functionality of JIRA that anyone has found?

No, you need Portfolio (or other add-ons) if you want more layers.
