Unable to Rank Epics in JIRA Portfolio

Is there any reason what I can't move the priority (Rank) Epics in the Portfolio tool anymore?

I was able to do it recently 30m ago, but now I get an icon that says I can't rank an Epic anymore.

The tool is useless if I can't rank Epics.
