Welcome to the community.  The bug is resolved in Jira software (Data Center) in version 8.22 as stated in the JPOSERVER-2899.  So, when one upgrades the Jira software version, then the associated Advanced Roadmaps for Jira will contain the fix to the bug. 

You will need to upgrade your Jira Data Center version to 8.22 to resolve your issue.
