Telesat is introducing a Low Earth Orbit (LEO) satellite communications system and we are looking at JIRA as a common software/project management tool between Telesat Canada and Telesat Government Solutions (based in Arlington, Virginia) and we need an ITAR-compliant solution as well to remain compliant with U.S. Government security regulations.

The one option right now is to deploy data center until Atlassian finalizes their Jira fedramp cloud offering.

Keep in mind the add-ons architecture is a bit different for dc and cloud, so you'll want to make sure to deploy dc add-ons which also have cloud subscriptions for easy future migration initiatives.

Annual premium support subscriptions and having trusted advisers which know how to correctly configure the system before promising a deliverable is just as important as the choice of a platform. If you can expand on the 'killing us' comment, there are a bunch of skilled and smart people in these forums.
